Cognac

The ruler of the City of Thieves and Jing's first enemy. He owns the legendary "Double Mermaid" and keeps it on the top floor of the main tower along with all of his treasures. Cognac has a cunning personality. In the manga he knew from the beginning that Jing was the King of Bandits, but in the anime he didn't realize it until Jing stolen it his main treasure.
